Router and Modem Rental Fees Remain a Problem
Online gaming is now a top activity for people looking to get away from the stresses of their daily lives. But one problem persists: rental fees and speed. Good news comes in the form of new services that offer free or discounted routers and modems with fast speeds, but they’re still not perfect solutions yet.

The Television Viewer Protection Act (TVPA) was approved by Congress in 2020 to ban ISPs from charging consumers a rental charge for cable modem routers even if they weren’t using them, but based on reports obtained by Consumer Reports, the regulation doesn’t seem to be functioning very effectively.
After creating a page for members to share their experiences with router fees, the nonprofit organization received hundreds of comments from users, many of whom claimed that they were still being charged by internet and/or TV providers for hardware that they either don’t use or were forced to adopt due to unfair tactics like refusing to support non-ISP-provided equipment.
Consumer Reports has subsequently filed a complaint with the FCC, requesting that the agency look into whether internet service providers and multichannel video programming distributors are following the TVPA.

- Consumer Reports claimed in a submission to the FCC this week that it questioned members about their Internet bills and received over 350 replies, some of which suggested breaches of the law’s text or spirit.
- The submission was made in response to the FCC’s request for public comment on the implementation of the Television Viewer Protection Act (TVPA), which goes into effect in December 2020. The legislation prevented TV and internet providers from charging rental or lease fees when “the provider has not given the equipment to the customer; or the consumer has returned the equipment to the provider,” in addition to pricing transparency standards for TV service.
- “Tactics reported by some CR members where ISPs allegedly dissuade consumers from using their own equipment for broadband service may not be a direct violation of the law; however, they strike us as running afoul of the spirit of [the] law, which promotes consumer freedom and the choice to not have to rent devices from their ISPs,” Consumer Reports also told the FCC.
